Why does the illegality of cannabis affect Professor Finn to do it with a larger population? Presumably studies happen under a permitted structure. It is not merely a case of saying: "Let us know how you are getting on if you are smoking some cannabis." Why would the legal position affect Professor Finn's ability to conduct a more broad study?
