I am talking about collective responsibility. When I say "individual", that is what Assistant Commissioner Michael O'Sullivan will do. He will identify the individuals responsible. Collectively as an organisation we are the men and women of An Garda Síochána, and there is a collective responsibility. This is not laying the blame at any individual's door. That is Assistant Commissioner Michael O'Sullivan's job. What we are saying is that we are apologising, and as Commissioner I am apologising, to the public on behalf of the entire organisation for what has happened.
