In response to Deputy Brophy's query earlier, Mr. Finn spoke of personnel who were deployed on the street and who did the breath testing and inputted the figures into the system, either entirely accurately or entirely inaccurately. Could the witness explain if any of the fact-finding personnel under Assistant Commissioner O'Sullivan are the same individuals who would have been out on the street or their senior personnel? Has the Garda Commissioner ensured that the personnel involved are not, and never have been, those who stood at computer terminals punching in the numbers?
