What were the performance targets at that time? I want to try to understand the cultural triggers within the force. Can anyone here inform me of what the triggers and performance related targets were for personnel, from assistant commissioner up, at that time? Can anyone give me any indication about the data used to pay the payments we know were made in the context of the public service process at that time?
