I will repeat what the Commissioner is trying to outline about the scale, the number and the complexity involved. It is difficult to defend before the committee what is the indefensible. The Commissioner has outlined that what happened was unacceptable behaviour. Not for one second are we making excuses to the committee or covering up in any shape or form.
