I do not want to rush the assistant commissioner but we are pushed for time. I know it was in November. The point I want answered is why it took until April 2016, six months later, and a full year from the time the Garda were told for the second time by the Medical Bureau of Road Safety of the discrepancies that the Garda decided to implement a paper account of the situation. Why did it take that length of time?
