As I said in my opening statement, we have not yet got to the bottom of exactly what happened but what we do know is that the numbers do not match. Therefore, the assistant commissioner has to establish how this was done. In other words, was the information entered erroneously and so on. As I said in my opening statement this is either deception, in so far as somebody picked a number and entered into the system, or it was an error or miscount of numbers.
