I understand that it would not be possible to have a differential with respect to the geography. I do not know how one would separate it. However, we have public policy relating to fast food not being particularly good, for example, yet we are giving a VAT advantage to those outlets, which I will not name. I do not believe it was ever intended or understood to apply to things such as magazines, on which there is a huge mark-up. There is even a mark-up if they are imported. They are nearly double the price of the face value. The only argument I am making is as to whether it is possible to separate some of it so it could be targeted in terms of investment to create a tourism product in a region that requires it.
