On the issue of border controls, our view is that other EU countries have no particular interest in Ireland. Border controls in place between Ireland and the United Kingdom would not affect them.
They have border controls with us. It has to be remembered that the common travel area extends beyond mere border controls. That is where there may be a mixture of rights. As far as pure border controls go, we do not think that other member states will have a big concern about it. The other rights associated with it may cause problems.
