Yes, one would have to do so. Education is key. We have a come a long way in recent years. When I sat my driving licence, I did not have to have driving lessons, but nowadays one must have 12 driving lessons. My 22 year old daughter has attained a higher standard of driving than I had at the same age. Speed will always be a factor. There is always a way around limiters because they can be disconnected. Therefore, they are probably more dangerous than productive.
