Obviously, there is a choice within a choice here in terms of the availability of beds. However, real choice is about having a policy position relating to older people and people with high dependency. It is all very well giving people a choice but not if they do not want that choice. At what point do those two things converge, in terms of policy? In terms of the public consultation process to which Mr. Healy referred, has consideration been given to the financial implications involved in providing the ideal? Is the HSE looking at the issue of the care that should be provided separate to the financial aspects?
