I wish to ask a question on the exact point Deputy Madigan has raised before I call Deputy Connolly. I know of many people whose families were entitled to make a claim. However, they were happy with the service they received and they chose not to make a claim. They took the view that the family member had been looked after property. It may be that the statutory instrument was not correctly interpreted, but that did not change the care they had received. Some families use the idea of not making a claim as their donation to the system. I have met several people who have decided not to take the money out because they were happy. Technically, they were entitled to it, but many families chose not to go down that route.
