That makes sense to me. Is it wise for the Minister---- sorry. The Secretary General is not going to answer if I phrase it that way. Is it wise as a general operational principle to announce the approved budget for a specific scheme in advance of tendering? Does that not give the applicants commercially sensitive information which it would be better if they did not have, or is that standard practice?
