Yes, there are refusals, but not many because in most of the applications the negative elements have been removed, varied or adjusted. Somebody could apply to licence all of this room, for example, but they might only get a licence for this part of the room because there are many things in the other part of the room that have to be protected or are not appropriate. The determination is not exactly the same as the application.
