With regard to licensing, what consideration is given to the number of licences applied for and granted, or in the process of being applied for and granted, in respect of a particular bay when new applications are being examined? Will the licensing continue until the area available for licensing is filled up? When examining an application, what consideration is given to the residential amenity of the people living on the bay and who use the bay for recreational purposes other than that it does not physically obscure them walking on the beach? Is that a factor in the determination or do the appropriate assessments deal mainly with the flora and fauna, the coral structures and so forth in the bay?
