Mr. Clarken advocates the need for a truly international organisation to advance the cause of tax justice. He suggested the UN, saying that the OECD and EU are not the appropriate bodies to resolve the issue of legal corporate tax avoidance. What of the substance of the OECD's base erosion and profit shifting, BEPS, initiative? Irrespective of the fact that, although it is not global, the OECD is trying to get developing countries to sign up to it, does Mr. Clarken agree with the direction of the proposed reforms to deal with the erosion of the profitable base and the artificial shifting of profits? Is what the OECD is trying to do right and is it the wrong body to do it?
