I know what the Deputy is saying. Again, I refer to the point that Ms Dunnion made about the regulation of services. We need to consider how our services evolve, especially within the social care sphere. For example, budgets are increasingly being personalised. In other words, people with a disability can purchase care for themselves. That might involve a mixture of family members, people they trust and-or larger providers. A framework must be built around that concept. I wish to emphasise that the critical issue behind our promotion of home care regulation is to protect vulnerable people in their own homes.

Deputy Durkan asked a number of questions on regulation and I ask Ms Dunnion to deal with some of them.
