I would like to hear Deputy David Cullinane's view on the following, as the person who is sponsoring the Bill.

The Deputy said it when we debated it earlier and it is in his opening statement that the "employer must demonstrate that the business is experiencing severe financial difficulties, such that there would be a substantial risk...". The employer would have to provide notification of severe financial difficulties. Can the Deputy see any other way of putting that into effect rather than an employer posting in a public place? I am thinking of small and medium-sized enterprises, SMEs. They have to look at their credit ratings. They have to look at business risk, the risk of damage to their reputation and all that goes with a business, which I am sure the Deputy understands. Is there any other way to do this apart from citing severe financial difficulties? Has that been explored? Does the Deputy see the point I am trying to make?
