Dr. Turner has outlined the embedded nature of privatisation and private health care in the health service. As the Chairman has correctly pointed out, we cannot prevent people from purchasing private health insurance. The biggest single incentive to not purchase private health insurance is getting what one needs from the public system. Should we not aspire to that situation, notwithstanding the constraints? Should we copy what was done with the NHS bill in Britain? On that occasion people sought what they wanted and made choices. Is that not preferable to highlighting all of the reasons we might not get there or get there quickly?
