Will group water schemes subsidised by the State be affected by any constitutional change? Will the constitutional shift place any additional pressure on them to be taken over by Irish Water? Are there international examples of explicit constitutional protection?

I have one question for Ms Graham. Has the Department estimated the cost of holding a referendum and, if so, what is it?
