As the Committee of Public Accounts, it is understandable that it is extremely concerned about cost effectiveness. We are also concerned to make sure that whatever system is in place, it genuinely meets the needs of children and young people because, after all, they are among the most vulnerable in society. Whatever system is put in place, it is absolutely vital that both of those requirements - cost effectiveness and quality - are met and, above all, a good service is provided for children who feel their voice is being heard.
