Refusals are based on two grounds, the first of which is that an applicant is over the limit. The limit is something that needs to be looked at. If one is working, on a very low income and in receipt of family income supplement, it can push him or her over the eligibility limit. While we are trying to assist people on low incomes, they might lose out on other benefits, including legal aid.
