The domestic metering contract was awarded in 2013 and had an objective of installing more than a million domestic meters over a three-year programme. It had a budget of €614 million, including VAT. There is going to be an underspend of around €148 million on that because the full level of water metering cannot be undertaken due to a number of reasons. The re-profiling of this underspend was confirmed by the Minister in July of last year. Has the Department considered the reprofiling of this €148 million capital underspend on water metering and diverting that towards the capital investment on the network?
