To go back to the joint interpretative instrument, there is a section on public services which specifically states there is no obligation on member states to open up services currently being delivered by governments to the private sector. Paragraph 4(c) states: "CETA will not prevent governments from providing public services previously supplied by private service suppliers or from bringing back under public control services that governments had chosen to privatise." Therefore, that is explicitly stated in the joint interpretative instrument in the agreement on the public services. No barrier to the-----
