Water utilities such as Welsh Water and Thames Water have established that, when meters are installed, a first-fix or customer-fix programme is the cheapest in terms of the water that will be recovered. This is proven by the 70 million litres that have been saved. There is no way we could have recovered that as quickly or as cheaply than by using the meters to find the leaks and target them.
