It is quite easy, really, because we do not determine policy on metering. We will only install meters if it is the policy and we are directed to do so. Obviously, one must meter every household if one wishes to find leaks or flows above a certain level. That is the only way to do it. Our meters show, for example, that there are night-time flows in 7% of houses. Regarding the 123 litres, that is the average per capitaconsumption. It is right in the middle of consumption levels. As to who would pay, that is purely a matter of policy.
