Mr. Tim Duggan:

The UK started with big employers and decided on a tiered structure. It started with the big, moved on to the medium sized and then eventually to the small ones.

They would claim that they have had quite a lot of success with those large employers. The opt-out rate has been in the region of 10% or thereabouts. It is only in recent times that they have tried to enrol employees in medium-sized and smaller firms. Therefore, they are not yet producing extensive data on the type of opt-out rate they are experiencing with employees of those types of companies.
