There have been tracker issues for some time in individual institutions, from the time people were moved onto fixed rates because rates were going up and people thought it would be better to fix in 2007 and 2008. We have been dealing with specific issues since then. We did feel that because issues continued to emerge we needed to undertake this system wide review. The review is looking back to when trackers first issued.
