The concern I have is that so much emphasis is placed on switching and the ability to switch. However, the main cohort of people that I am concerned about are those who have been paying at the higher rate. They have endured financial stress as a result. They are then in a situation whereby they have arrears or their loans have been restructured. Can the Central Bank representatives tell me what percentage of switchers cited were in arrears or in a restructured arrangement?
