There was broad consensus on Second Stage that a definition should be inserted but, as has been mentioned, we have to be careful about how prescriptive we are and how we properly codify this. We have to work with the Minister to ensure this is done properly and carefully and that we do not jump to an amendment that would have unintended consequences. I welcome the fact that the Minister will table an amendment on Report Stage that will reflect the comments of members.
