That is a fair point and it is the very point we made throughout six or seven days of hearings on the insurance industry, and it is reflected in the report on motor insurance. We just do not know. Mr. O'Keeffe's submission alluded to the 20% that goes to the Personal Injuries Assessment Board, PIAB, the 10% that goes to the courts and the 70% of which we have zero visibility.
