Select Committee on the Future of Healthcare

Health Service Reform: HSE

9:00 am

Mr. Tony O'Brien:

Deputy Barry asked about capital. The way that it works is that, legally, we submit an annual capital plan at the same time as our service plan. Most of it is now devoted to large projects rather than little ones. I referenced the matter in my opening statement, and I thank the committee for indulging the length of that statement. Without a significant uplift in capital for the next ten years, we will be spending the greater part of our money on the large, Government priority, flagship projects of which the committee is aware. We will not be replacing the bread and butter, day-to-day equipment, which means that the equipment will increasingly fail and not be available and that we will not be operating some of our less fashionable services from environments that are not optimal for patient outcomes.
