To put it in a nutshell, if a Government agency, for example, Transport Infrastructure Ireland, was in the marketplace procuring a contract for several hundred million euro and the Minister was to meet the successful bidder the night before the bid was put in, there would be a national outcry. I am just saying it is remarkable. I know the reference to the meeting is buried somewhere in the 1,500 pages but of all the people who have come to us nobody has ever said anything to us about a meeting with a Minister the night before the bids closed. Perhaps nothing turned on it but it looks extraordinary and if it was in relation to procurement one could probably render the process so fatally flawed, to use one of Mr. Daly’s own words, that it would have to be cancelled.
