I think it is really a response to the Comptroller and Auditor General's report in the sense that there is a presumption in that report that the sale process for Project Eagle should have been the same as the sale processes for projects Tower and Arrow, for example. The point I have tried to make today is that this is not necessarily the case. The circumstances and background to Project Eagle required a different approach.
