Given that we are talking about motorway standard, at what point does TII consider such a project, in a business case, from the point of view tolling it? That impacts on usage, and we see how toll avoidance plays out in other areas. There are also the subsidies that are paid where there is not the required threshold. That has been the experience up to now. They are paid in respect of PPPs. It is very controversial, and understandably so. Does TII consider that at the early stages when it is examining traffic numbers or does it consider it at the end stage when examining how it is paid for?
