In terms of anti-discrimination legislation, the Deputy's ethnicity might change or the core elements of it might change if he moved from one place to another. I moved from Edinburgh to Dublin today, for example and because of my accent I might be treated in a very different way in Edinburgh than I would be in Dublin. People are always looking for a static definition of ethnicity, but that does not work in the real world because one's ethnicity will change at different times -----
