We will resume our consideration of the Finance Bill in public session. I wish to inform members that the clerk and I met departmental officials during the break to discuss the decision to rule some of the proposed amendments out of order. It is part of Standing Orders and we do not have control over it. The decision was made based on the amendments having the potential to impose a charge on the people from a particular date. If it is a date in the future, then that is different and that is why some of the amendments in Deputy Stephen Donnelly's name were allowed. Other than that, the amendments are out of order and I cannot change that because of Standing Orders. The Deputies will have to take it up directly with the officials.

We are on section 8, with amendment No. 16 to be moved. I ask the Minister to move the amendment.
