Mr. Cian O'Dowd:

The top one is under-staffing. If we look at the Hanly report in 2003, it shows that if we were to have a consultant-delivered health service in this country, based on our current population and the ratio set out in that report, we would need approximately 4,400 consultants. Currently, we have 2,700.
