Fares are one aspect in terms of trying to stimulate demand for public transport. It requires not only subvention of fares but the service has to be attractive in terms of its cost and linking origin-destination pairs so it is reliable and responsive to demand. All of those aspects need to be fine-tuned to make public transport more attractive to the public but fares and the cost of the service is one of the levers we can use to try to stimulate broader use of public transport.
