It seems a bit ironic that if a person approaches a garda in the street to report a stolen wallet, it may not be recorded, yet if a person in a car is stopped by gardaí and he or she has no tax disc or he or she fails to produce his or her driving licence in a Garda station, that is definitely recorded. What is the difference? There is no doubt that failure to produce an insurance certificate at a station will cause a summons to issue.
