Joint Oireachtas Committee on Health

Charities Regulatory Authority

2:00 pm

Mr. John Farrelly:

Exactly. We would seek assurances from it first of all. It comes back to us with information. If it does not assure us, then we escalate the matter. The investigative powers are strong and I would not propose to use them lightly. We can go in forensically to carry out an investigation. It is a trust-and-verify model. What can happen is that someone in an organisation can be doing something, but no one knows until someone in the public or the media says something about it. We have to give the trustees a fair chance. In fact, many people forget that while the volunteers, the public and the beneficiaries are all stakeholders, the trustees are probably the people putting their necks on the line above all. We have to be fair to them and practical. I would certainly be looking at the type of example suggested by Deputy O’Reilly.
