I wish to expand on a point made by Senator Mullen and I may use a more concrete example such as a suicide prevention charity which is established, regulated and everyone in it is doing what they are supposed to do. They are all good people and are all in compliance but they weigh in on a debate about fishing rights off the west coast. This would not be an area which directly concerns that charity's work but for whatever reason it forms an opinion about the matter. In Mr. Farrelly's opinion, would that put the charity outside of the scope of regulation?
