We put a full performance management system in place, as I outlined earlier, in the very early days in terms of 2011 in order to ensure that we had a methodology and a structured way of assessing performance within the organisation. It is not that we do not look at how we operate. It is not that we do not look at the risks involved and put improvements in place. We do. In these particular circumstances, I acknowledge that, when one looks at them now in the context of the issue of ad hocindividual severance payments arising - each of which, in its own right, is unique and complex - and the fact that there were no central guidelines issued from the Department, we did not have the best practice guidelines in place. We have them now and we will operate to them.
