Perhaps Mr. Mulligan will be unable to answer my next question because is unaware of the current position. Are we still paying the tab, through the ICF, for insurance companies like Quinn Insurance that have left the marketplace? Does the ICF fully cover the cost of insurance companies that have failed? Is the fund healthy, or is it under pressure in terms of how it operates?
