Apart from the flexibility, I mentioned the major reforms, which are akin to structural reforms, and this applying only on a very limited basis.

The rules do not distinguish between current and capital at all. There are rumblings among many countries that would like to see such a distinction brought in. The President of the Commission recently spoke about trying to make some amendments to allow education expenditure and some other forms of expenditure to be treated differently. There is nothing in the rules at the moment that we can draw on to say we can go beyond the rules just because we have a housing shortage. We cannot spend money on housing without it being counted as part of our budget expenditure.
