Just to clarify, I would not want to give the impression that we are saying that legal costs are the main part of the problem. They are a symptom of the broader problem. The problem starts in the courts. That sets the benchmark for everything else, and it is a fact that on a very low-risk basis a solicitor can say to a client that he or she will get the client 50% more than whatever the Injuries Board offers.
