I suppose that it is something along the lines of a new spatial strategy. If one is looking consciously at addressing regional concerns, it is probably more efficient to do so in that broader context and to have an overarching spatial strategy with clearly designated hubs as the way forward. Again, it goes back to the kind of investment question in transport. If one feels that it would make a significant contribution in terms of improving the productive capacity of the regions, improving infrastructural expenditure is possibly a way forward.
