This is a report by the HSE internal audit section and it is a HSE document produced in relation to the management of taxpayers' funds. As such, it is 100% within our remit. If it was a document produced by a third party like Console, there would be an issue as to whether we were entitled to have it. As it is a HSE document, we are entitled to have it.
