That made me think about local government with its local government auditor and the Department being subject to the Comptroller and Auditor General. Is it an issue that both have to satisfy two different comptrollers and is that adding to the bureaucratic process? Am I making myself understood? Local government has a local government auditor and the Department is subject to the audit of the Comptroller and Auditor General, both independent, separate and stand-alone. Is that a cause of duplication?
