I know because I have spent a long time in Revenue dealing with it. The most important point is that one can create a mechanism whereby it is passed back to the purchaser. The existing VAT repayment is a model that could be looked at, where, if one does some work on one's own house, eventually it gets back to one's self. There were a couple of other questions.
